Our team assumes the path to the npm folder is absent in your environmental variables.
This is why you cannot access the npm packages through cli.
 
Add the corresponding path to your environmental variables to fix the issue. In your case, the path is likely to look like the following: "C:\Users\proim\AppData\Roaming\npm".
