Summary of issue:
If you click/drag the scroller it only works if the scroller is at the top of the scroll area. If it's anywhere else, it "jumps" to the top when you try to click/drag.

The attached zip contains a version of your server with a set of fields large enough to demonstrate the issue.
This issue was observed on v. 2.8.15

We are happy to inform you that the issue with scrollbar jumping in the lists (e.g., for the Field List and Calculated Value pop-up windows) was fixed.
