Because of the field format panel can not drag ,I can't set the color, and my screen is 12‘

Such a behavior is not reproducible on our side. You can check it on our demo: https://www.flexmonster.com/demos/js/pivot-table/. The control pop-up window appears on the top of the button.
We recommend updating to the latest version: https://www.flexmonster.com/doc/updating-to-the-latest-version/. Please make sure that the flexmonster.toolbar.js is also updated.
